I'm new to the RI and shocked by the F/M train

Has this train always been like today? Some part of the escalator (or maybe just elevator) was under construction from this morning but I was able to go to manhattan. But when I wanted to come back to the island, they didn't run the train! It's been a year since I moved to the island. Is this normal?

The Queens-bound F train isn't stopping at Roosevelt Island this weekend because they're doing elevator construction to make the station accessible. You'll have to take the Manhattan-bound train first and transfer, or just take the tram!
The MTA permanently swapped the weekday routes for the F and M trains to eliminate track bottlenecks at Queens Plaza. By having the M train use the 63rd Street Tunnel on weekdays, trains no longer cross paths, which speeds up commutes and clears up frustrating traffic jams for over a million riders.
